LIBS measurements in shallow water with up to 400 mJ laser pulses were done to optimize laser parameters which promote spectral line emission from plasma even at elevated pressures. Optical emission spectroscopy and video imaging have been applied to investigate the temporal evolution of the plasma and its emission for different laser parameters.
